MM2H Forest City, explained properly
The cheapest way onto peninsular Malaysia. USD 65,000, dropping to USD 32,000 if you're 50 or over. The catch is the home: at least RM 500,000, in Forest City specifically, bought from the developer, kept for ten years.

What you need
- A savings deposit of USD 65,000 — or USD 32,000 if you're 50 or over. Half comes out after you've bought.
- A home worth at least RM 500,000 in Forest City, Johor. Paid in cash, bought directly from the developer, and bought before your visa is stamped — usually within about 90 days of approval.
- Minimum age 21, which is lower than every other MM2H tier.
- Government fee RM 1,000. Ten-year visa.
- 90 days a year if you're under 50. No work rights.
Note the ordering, because it trips people up. On Silver, Gold and Platinum you buy the house after your visa is stamped, with a year to do it. On Forest City you buy first, on a much tighter clock.

Why this tier exists
Forest City sits inside the Johor–Singapore Special Economic Zone, agreed in January 2025, and operates as a duty-free zone. The cheap visa is an incentive to buy property there. That is worth understanding plainly, because it tells you what the tier is for.
Treat the property as money you might not get back
Forest City has never come close to its projected occupancy. One of four planned islands was built and a lot of it stands empty. You must buy from a single developer, in a single development, and hold for ten years — so there is no spreading the risk and no early exit.
The visa terms are genuine and the deposit really is the lowest on the peninsula. The house is the risk. If you wouldn't buy it as an investment on its own merits, assume you may not get that RM 500,000 back and decide whether the visa is still worth it on that basis.
Who it suits
Someone over 50 who wants peninsular Malaysia, has looked at Forest City in person and genuinely likes it, and can treat RM 500,000 as spent rather than invested. At USD 32,000, the deposit is a third of Sarawak's and a fifth of Silver's.
Who should look elsewhere
- You haven't visited. Do not buy here from photographs. Go and walk around.
- Borneo would suit you. Sabah at RM 150,000 and Sarawak at RM 500,000 need no property at all.
- You work online. DE Rantau, and keep your capital.
- You want to live in KL or Penang. The property must be in Forest City. You can travel freely, but that's where your money goes.
