The Forest City tier

Johor is the only state where a specific development unlocks a cheaper visa. The Forest City SEZ tier asks USD 65,000 — halving to USD 32,000 at 50 and over — plus a RM 500,000 home bought in Forest City itself, in cash, directly from the developer, before your visa is endorsed. That is roughly USD 143,000 all in at 50+, against USD 283,000 for Silver.

Price the Forest City property as money you may not recover

Forest City has never come close to its projected occupancy. One of four planned islands was built and much of it stands empty. You must buy from a single developer, in a single development, and hold for ten years — so there's no diversifying and no early exit. The visa terms are genuine and the deposit really is the lowest available. The house is the risk. Go and walk around it before you commit anything.

Why Johor is changing

The Johor–Singapore Special Economic Zone was agreed in January 2025, and the RTS rail link to Singapore is under construction. Johor Bahru is a short causeway crossing from a city where salaries are several times higher, which is why Johor property attracts Singaporean buyers as well as MM2H applicants. That's genuine demand — and also the reason to be careful about buying into projected growth rather than current occupancy.

Where expats settle

  • Iskandar Puteri and Medini — planned, newer, closest to the second link into Singapore. Where most MM2H buyers end up.
  • Johor Bahru city — denser, cheaper, closest to the main causeway. More Malaysian, less polished.
  • Forest City — only if you've seen it and want it.
  • Desaru and Senibong — coastal, quieter, further out.

What a month costs

A couple lives comfortably on RM 5,000–8,000, meaningfully below Kuala Lumpur or Penang. Singapore proximity is the double edge: excellent for work and specialist medical care, and it pulls local prices up in the areas closest to the crossings.

The honest downside

Johor has the weakest case of the four states if you're not using the Forest City tier or the Singapore link. Fewer international schools than KL, a smaller expat community than Penang, and a property market with real oversupply in the newer developments. If neither the cheap tier nor the causeway matters to you, compare it honestly against the alternatives before deciding.
